On the morning of September 9, 2025, Chairman of the Standing Committee of the National People's Congress (NPC) Zhao Leji met with Portuguese Prime Minister Luís Montenegro in Beijing.

Zhao Leji noted that in recent years, under the guidance and promotion of President Xi Jinping and President Marcelo Rebelo de Sousa, China-Portugal relations have steadily advanced in the direction of mutual respect and win-win cooperation. China is ready to work with Portugal to implement the important common understandings reached by the leaders of the two countries and promote the in-depth development of friendly cooperation between the two countries. Portugal is welcome to support and participate in the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, and jointly practice true multilateralism. China's NPC is ready to deepen friendly exchanges with the Portuguese Parliament and enhance experience sharing in legislation and oversight.

Luís Montenegro stated that the profound friendship between Portugal and China, characterized by mutual respect and mutual understanding, serves as a model for bilateral relations. Portugal upholds the one-China policy and appreciates China's efforts in global governance.
