On August 20, 2025, Chairman of the Standing Committee of the National People's Congress (NPC) Zhao Leji met with Vice Chairman of the National Assembly of Viet Nam Tran Quang Phuong in Beijing.

Zhao Leji noted that in April this year, General Secretary and President Xi Jinping paid a successful state visit to Viet Nam and reached a series of important common understandings with General Secretary To Lam and other Vietnamese leaders. The Chinese side is ready to work with the Vietnamese side to implement the outcomes of General Secretary Xi Jinping's visit to Viet Nam, enhance strategic communication, strengthen solidarity and cooperation, join hands in advancing their respective modernization endeavors, and accelerate the building of a China-Viet Nam community with a shared future that carries strategic significance. The NPC of China is willing to enhance exchanges with the National Assembly of Viet Nam, engage in mutual learning on the building of a socialist country under the rule of law, and provide legal guarantees for practical cooperation between the two countries.

Tran Quang Phuong stated that developing relations with China is an objective requirement, a strategic choice, and a top priority for Viet Nam. The National Assembly of Viet Nam is willing to work with the NPC of China to enhance exchanges and mutual learning in areas such as legislation and supervision in accordance with the important common understandings reached by the leaders of the two parties and the two countries, and make legislative contributions to promoting reform and development in their respective countries.
