Cooperation Agreement on Electric and Electronic Equipment Waste and the Clean Development Mechanism Between the People's Repbublic of China and the Kingdom of Belgium

On the occasion of the visit of H.E. Vice-Premier ZENG Peiyan of the People's Republic of China to the Kingdom of Belgium from September 21st to 24th, 2006,

 

pursuant to the Memorandum of Understanding on Environmental Cooperation between the Government of the Kingdom of Belgium and the Government of the People's Republic of China of 26 March 2002, and its articles 2.1, 2.3, 2.4 and 7 in particular,

 

considering the positive results of the mission of His Excellency Minister Tobback in  the People's Republic of China in May 2006 during which two priority areas for concrete implementation of this MoU have been identified by the Parties,

 

both sides agree

 

a) in the field of climate change,

 

- to enhance bilateral cooperation regarding the development of Clean Development Mechanism (CDM) project activities under the Kyoto Protocol, with the aim of achieving sustainable development and the mitigation of greenhouse gas emissions. For this purpose, both sides agree to facilitate the development of CDM Projects in China, inter alia through exchanging information on legislation, strategies and procedures regarding the use of CDM in general, facilitating the identification, development and implementation of CDM projects and assisting project developers, e.g. through providing information on relevant legal and regulatory provisions for CDM projects, including on procedures for obtaining Letters of Approval for CDM project activities.

 

- to implement this cooperation, from Chinese side, the Climate Change Office of the China National Development and Reform Commission acts  as coordinator working together with other Ministries concerned; from the Belgium side, the Steering Group 'Greenhouse gasses' of the Coordination Committee for the International Environmental Policy acts as the coordinator.

 

b) in the field of electric and electronic equipment and its waste  

 

- to enhance bilateral cooperation on the Electric and Electronic Equipment Waste (EEEW)recycling and treatment, product policy and related policies through comparative study, exchange of information, training activities,demonstration projects. The industrial collaboration will be encouraged.

 The cooperation will be conducted to facilitate the implementation of Chinese EEEW recycling and treatment policy and regulations in China.

A Joint working group will be set up in this regard and will enable to prepare the concrete  programme. Both sides will provide assistance to its realisation.

 

Exchange of information and cooperation with the European Union will be promoted.

 

- to implement this cooperation, from the Chinese side, the China National Development and Reform Commission acts as the coordinator working together with other Ministries  concerned; from the Belgium side, the Steering Group 'Waste' of the Coordination Committee for the International Environmental Policy acts as the coordinator.
